India And Vietnam Elevate Ties To ‘Enhanced Comprehensive Strategic Partnership’

Following a State Visit by Vietnam’s General Secretary and President To Lam from May 5 to May 7, 2026, India and Vietnam have officially elevated their bilateral relations to an “Enhanced Comprehensive Strategic Partnership.” This elevation marks the 10th anniversary of their previous Comprehensive Strategic Partnership. During the visit, Prime Minister Narendra Modi and President To Lam held bilateral talks, resulting in the exchange of multiple documents and an agreement to accelerate the joint Plan of Action for 2024-2028.

To reinforce economic ties, the two nations agreed on a new bilateral trade goal of $25 billion USD by 2030. Both sides will facilitate mutual market access, specifically granting access for Indian Grapes and Vietnamese Durians, while expediting clearances for Indian Pomegranates and Vietnamese Pomelos. The partnership also deepens defence and security cooperation, highlighting an inaugural joint hydrographic survey off the coast of Vietnam and a commitment to co-chair the ADMM-Plus Experts’ Working Group on Cyber Security for the 2027-2030 cycle. Additionally, the leaders agreed to promote linkages for retail payment platforms via QR codes and explore the potential participation of Indian companies in procuring medicines for Vietnamese public healthcare facilities starting in 2027.
